Galaxy WatchThe pre-installed weather app no longer works, as I do not have a Samsung phone. And now the Google Weather app that I downloaded no longer can retrieve data either. So neither of these apps works. Is this because Samsung and Google have decided that they don't want their services to function properly with each other's?

Galaxy WatchBecause Google is shifting to a Search-based weather experience, try using the Google search bar for weather directly if the app is problematic.

Galaxy WatchThe weather app should work on your watch regardless of whether you have it paired with a Samsung phone or not. The watch and phone app are independent of each other. I have been able to use the weather app on watches that were not paired with any phone at all. Have you cleared the watch's cache partition after your migration to your new phone?

Sometimes bugs affect a certain subset of users, not necessarily every single person. I don't see how your post is helping us solve this issue at all.
