Galaxy Watch

The pre-installed weather app no longer works, as I do not have a Samsung phone. And now the Google Weather app that I downloaded no longer can retrieve data either. So neither of these apps works. Is this because Samsung and Google have decided that they don't want their services to function properly with each other's?

No, it's not likely Samsung and Google are intentionally blocking each other; it's a common software glitch, often fixed by checking Location Permissions, clearing app cache/data, updating apps/phone, or even just restarting, especially since Google's standalone weather app is being phased out for Search integration, meaning you're probably dealing with permission issues or app conflicts on your Pixel 6 with a Galaxy Watch, rather than a corporate feud.

Because Google is shifting to a Search-based weather experience, try using the Google search bar for weather directly if the app is problematic.

The weather app should work on your watch regardless of whether you have it paired with a Samsung phone or not.  The watch and phone app are independent of each other.  I have been able to use the weather app on watches that were not paired with any phone at all.  Have you cleared the watch's cache partition after your migration to  your new phone?
