Question about the different between Galaxy watch 4 Bluetooth and LTE features when phone is off

I was wondering if you turn of your phone and add the phone plan on the galaxy 4, 40mm watch, can I text on my watch while on wifi or sm

Hello. If by you mean using the Call & Texting on other devices feature, no. Both devices need to be on. If your watch has cell service and calls & texts on its own line, then yes you can continue calling & texting that way.
