Galaxy S24I am sorry if I am missing something, but to me this is normal and expected behavior. Seeing as how the device is still plugged in, then it is still connected to the fast charger, as such it will stop charging at 100%, but will start again at 99% (which is hard on batteries FYI) This appears to be the "issue" you are explaining, again, unless I am missing something here...

Galaxy S24Fast charging should not happen at 99%, it only starts fast charging when the battery is very low when you put it on the charger. After it gets up to about 50% it switches to normal charging. The bouncing between 98% and 100% happens when one puts battery protection on and chooses adaptive - still won't fast charge at 98%. The OP also stated that a second problem is that it has been months and the battery is still showing "learning usage patterns" when it should have already learned and adapted to the patterns. The phone may ultimately need a reset, but if these problems can be fixed by changing some settings and clearing the cache, one does not have to do that. Although the fastest, cleanest way to do it would probably be the reset and restore. It is unlikely whatever problem is causing this behavior would be replicated with data restore after a reset unless the phone is defective or there is an app interfering with the charging operation. Which is why the diagnostic should be performed before anything.

Galaxy S24 i took picture of my friends s24+ phone i went to about phone and battery information showing this how to fix that and it supposed say charged like mine does?

Galaxy S24I don't know why that is happening, it should say fully charged at 100% and stop the charging process. I have a question. The S24 has wireless charging, does the same thing happen when placed on the wireless charger, or does your friend not have a wireless charger to test with. Have you followed any of the steps I outlined in my earlier post and this is still happening? Try changing the battery protection settings to maximum. Settings/battery/battery protection - turn it on and tap the circle next to maximum. If you have tried all that and the new setting and this is still happening. You will have no choice but to factory reset the device and restore the backup (any errors in the system that may be causing this should not be contained in the backup). If it continues to happen after a reset and restore, you will have to call Samsung service and have it evaluated for repair. If it is still under warranty, it should not cost anything. If you are near a uBreakiFix location, they are the authorized repair centers for Samsung service and if you go in, they can evaluate it and check the warranty status and obtain authorization to repair it. But try the troubleshooting first.

Galaxy S241) Turn off your device.
2) Press and hold the Volume Up button and the Side/Power button until you feel a vibration and the Samsung logo appears. Let go of the buttons.
3) You will now be in Android recovery. Use the Volume buttons to highlight "Wipe cache partition."
4) Press the Side/Power button to execute.
5) Use the Volume buttons to highlight "Yes."
6) Press the Side/Power button to execute.
7) "Reboot system now" will already be highlighted. Press the Side/Power button to execute.
