I am having the SAME issue once again with Google Play, various apps, Google Services, and basically this post someone left on Reddit OVER A YEAR AGO, sums up the SAME issues I am having and also sums up everything I also did already and tried etc. Also while attempting to once again fix Googles issues for them what I did last time (about 2 or so months ago maybe) was just uninstall updates on Google Services and Google, and also Google Play, Gmail etc (which makes no sense for one to even have to do so) but today that isnt solving the problems, and on top of that the problem somehow so conveniently led me down to the dreaded Clear Data in which now I am logged out of all of my Gmail accounts, got back into my main YT thru my Ipad for verification luckily, (but dont have all my Gmails on there unfortunately) and yet after numerous phone power resets. Toggles of data, wifi and airplane mode im STILL having issues but now I am left to be logged out of dang near everything! Some with saved passwords some things as old as when I had a nextel (meaning i have no idea the PW) and as always its all led me back to the Samsung Members to seek any possible positive forever end result to my frustrations and now a 2nd round of this same issue this person posted, which is the following:

The Google apps on my Android phone stopped syncing 

Apps that aren't working:
* Google Play: No internet connection, can't do anything
* Gmail: stuck at "getting your messages"
* Drive: no network connection
* Keep notes: stuck at "downloading your notes"
* Calendar: not syncing
* Chat: failed to sync for 2 weeks, this week started syncing
* Contacts: cannot sync
* Youtube: cannot do anything that requires being logged in because it gives me a "no connection" error. I can't even seem to log out because that would require accessing the account I'm logged in with. The app does confirm that I am already logged in with this account when I try to log in.

All BROWSER-based versions of the same services work within the account, whether on the same or another device, but using them is inconvenient. The data that cannot be retrieved by the apps is still to be found through the browser version.

What I've tried so far:
* Cleared some space (~ 10 gb) on the phone since my Google storage space started to run out around the time everything started to malfunction. So far nothing.
* Switching mobile data on/off, airplane mode on/off, using wifi - same result.
* Removing and re-adding my Google account - nothing, except that some info on my phone got deleted, like contacts, and I'm having trouble retrieving those now as well (contacts are accessible in the Google account through the browser but re-importing them doesn't work, automatically or manually - when I download them as a .csv to import into the phone, I cannot select the csv file as a valid file to import).
* Force stopping all malfunctioning apps, clearing their cache and storage - nothing.
* Toggled auto sync off and back on. Also tried manually syncing each Google app - either the app shows it has synced to no apparent effect, or it shows a failure to sync (the two circular arrows with an exclamation mark inside).
* Cannot reinstall any apps because Google Play is also affected so I cannot use it.
* Factory reset is a no-go since it will erase data on the phone that I can't readily back up.

I'd be grateful for any help.

That Google doesn't respond is irrelevant.  The fact remains it's a Google issue.
