S23 Bluetooth issues.

For some reason, my Bluetooth will just turn off randomly and not turn back on. Ive tried clearing cache partition, restarting MANY times and resetting wifi + bluetooth settings. SM-S911U is my model, updated to the latest updates. Sometimes (note sometimes,) the troubleshooting temporarily fixes the issues.

Thats on. SOMEHOW it detects my oven but bluetooth is still off..

It's likely detecting your oven via wi-fi.

I just noticed a setting in Nice Catch to turn on detect settings changes. If you don't already have Good Lock/Nice Catch, you can download it and turn on this setting and see if it will detect the offending app.

Im only seeing an option for settings change history, not thay

That's the one you want to turn on. If a setting gets changed (I assume by you or an app), it should show up in the list. Now, whether it will consider turning features on or off a setting change, I don't know. Won't hurt anything to try.
