I've been having issues with signal on my s23 ultra, literally walk into houses and get disconnected. It'll reboot connect again then disconnect. And my wifi calling, won't say wifi calling when I'm on the wifi and on a call

Like @meself said, reset WiFi and BT settings under settings > general management > reset. You'll have to re-enter WiFi credentials and reconnect BT devices.
I've found that WiFi calling sometimes doesn't work when you also have mobile signal. Try turning on airplane mode and then re-enable WiFi. That will force WiFi calling to activate.

Wifi calling may have issues if it's going through a sip proxy or the device on the router is attempting to decrypt your sip session
