I'm getting this weird filter over my display when I put my brightness on 0, when I go back and forth to 0 on the slider it goes to normal 0 brightnees then to the filter right after. It's stays on that weird filter unless I go back forth again and it repeats.

Are you using any type of launcher other than One UI, or any apps that could change the display settings?
Have you tested the phone in Safe Mode to see if the filter still appears? https://www.samsung.com/us/support/answer/ANS00062983/
If you see the filter while in Safe Mode, we recommend having the phone evaluated at an authorized service center. You can use the following link to find a list of service centers in the U.S. that can do the repair: http://www.samsung.com/us/support/service/location or by contacting customer care by calling 1-800-726-7864.
