what is the correct way to hook up these two units and my ATT TV box.

Personally, I would connect the Cable Box to the soundbar and the soundbar to the television. If you have more than one HDMI source or this causes audio lag, then connect the Cable Box to the television and use the HDMI ARC port for the soundbar.
