Galaxy WatchIs the watch associated with your Apple account in any way? You may need to remove it from that account, as that could be what's blocking your connection. If a device is connected to the wrong Samsung/Google/any other account, the anti-theft measures kick in and prevent it from being used.

Galaxy WatchDid you by any chance try to connect the watch via BT prior to installing the Wear app? You can try unpairing the watch from within the BT settings, uninstalling the Wear app and rebooting your phone. Then try setting up your watch by logging into your Samsung and Google accounts. Then go to the watch settings (slide up from the bottom of the watch face), scroll down to general, select it and then scroll to transfer watch to new phone. At some point in this process you should be prompted to install the Wear app on the phone. If you are not, reinstall it, but continue to the transfer process through the watch interface. See if that is successful. If that does not work, your best bet would be to contact Samsung tech support through the support tab of the Members app. In many cases your carrier may also be able to help you connect, even though it's not strictly their job. However, if your watch is the LTE version, they should help you.

My Galaxy watch 4 had no problem, but after i reset my old watch 4 the same problem occurred.

Galaxy WatchI have this issue with my new fold 7 and Galaxy Watch 6 classic. I already sent my Fold 5 back to Samsung for trade in so can't use the suggested work around.

Galaxy WatchUpdate:
I installed on a moto phone. Worked without issue. It appears to me that when you try to sign into your samsung account on the watch, a pop up on the fold 7, is not happening. On the moto, when I clicked sign in on the watch, I was presented with the opportunity to log into my samsung account on the moto. After that my samsung account was linked to the watch. There was no request for the samsung update on the moto and the watch at all times indicated most recent software installed.
Still not working on the fold 7. Must be related to that pop-up not happening to sign in
