Need to put an option allow user turn screen off when charging. During charging, a notification will turn screen on, then the charge time will increase from 100mins to like 300mins

Nothing about the screen flashing on for a notification should affect the charging time, unless you have  your screen timeout set to some ridiculously high number like 10 minutes and set to the highest possible brightness level. It might change the estimated charge time for a nanosecond while it adjusts and realizes you are not keeping the screen on to respond to the notification or use the phone while charging.  You can always create a routine to change the screen timeout to minimum while charging:

If: charging

Notification received from all apps (any notification)

Then: Dark Mode (on)

             Screen timeout: 15 seconds

Save it, and every time you are charging and a notification is received, your screen will still go on, but it will be in dark mode, using less energy; and it will also time out sooner than normal.

Maybe this is a solution, I can't verify since I don't use a Samsung phone, so no "modes" menu in Samsung Wearable. I prefer Samsung has an option in Watch Setup menu, so everybody can easily turn it on/off

The watches should not get notifications while charging.  If yours is getting notifications, it may be the settings in your non-Samsung device that's bypassing this restriction. While charging, the screen is off, so with no notifications coming through, the screen should not turn on.  Even so, there is nothing - absolutely nothing - in the screen turning on with a notification to make the charging cycle longer.  Unless you are getting a text notification through  mobile, which you shouldn't while connected via BT to your phone, no notifications should be coming to your watch.  If could, of course be directly related to not using a Samsung phone, but the control for notifications to the watch is in the Wear app (which may or may not have different settings for non-Samsung devices).  Wear app/watch settings/notifications/advanced notification settings/turn on screen - turn the slider  off and the screen will not turn on with notifications.

No. If turn this off, all notifications won't turn on screen, even not charging.

And, what?  You can't feel the vibration?  Sorry to say that it's the setting on your non-Samsung phone that is controlling the notifications on your watch. On Samsung watches, the notifications DO NOT come to the watch if it is off the wrist, whether on the charger or your table.  The only explanation for why they come through and turn your watch screen on would be if your phone was not stifling the notification or, as I said previously, they are text messages and phone calls coming through the LTE,  according to Samsung "incoming calls to your watch number and timers and alarms set on your watch will always notify you on your watch".  Once again, there is nothing about your screen turning on momentarily for a notification that would cause the charging time to increase. The battery, being dynamic, may, for a brief interval, detect the screen turning on as using the watch, but it should revert within a minute to the normal charge time.  But, then again, I don't sit around watching my battery charge.  All I can say is it usually takes the same amount of time, assuming I charge it from the same level each time - and my notifications come to my phone only when the watch is off my wrist.

You be able to create a mode in Modes and Routines to place your phone in DND when charging.

They already said they don't have a Samsung phone, so no Bixby, no routines.

I was only responding to the OP's original post and had missed his comment about not having a Samsung phone. Thanks for point that out.

That said, you can manually set the watch to DND from the Quick Menu at anytime.

They don't want to do that either. Sad that people ask for help and then don't want to do anything that's suggested.
