Scrolling accelerates on its own

When scrolling, phone automatically accelerates the process by itself. I have to press and hold to make it stop. Anyone else having this issue? Is there a fix? Thanks.

Usually when this happens you either have to many apps open or you need to update some apps. Or just restart your phone. If its an old phone, its what's expected.
