If I am reading this correctly, only the previous phone calls made on the Samsung dialer (phone history) are in question ? So if the Google Phone was installed and made default one step could have been skipped. But I did not have an issue with a missing "recents" tab at all. But if the "Allow" part was skipped during the set-up, it will skip the calls made logged in the Samsung phone app being added in the recents. It is possible that some will still have the "recents" tab or not.

Anyway, start over with the Google Phone app. First open the Samsung version, then when prompted make it the default app and close it. Then go to settings/app/phone and choose phone app icon version with the blue phone and white background (Google's) and open that. Click on storage, then clear both the cache and data.  Then open the Google phone again, set it as default as prompted each time. Then when at the next screen, click on the recents tab at the bottom (that should show initially), on the next page click on the word "Allow" if the page shows with no "recents" tab and all of your previous calls will be shown.

This may sound dumb, just reading all of this, how do you know which you are using Google or Samsung, and is one inherently better than the other?

If you never switched your phone app and just tapped your phone icon to dial a number, you are using Samsung's app.  Also, tapping the contact us link in the app settings will bring you directly to the Samsung Members app support area.  If you switched to Google phone, your dialing app icon should be blue, and going to the about section in its settings should confirm it's Google.  Some people prefer Phone by Google as it does not have the call recording feature they seem to find so annoying and it has better spam controls and, I believe, integrated visual voicemail (I downloaded it, but never switched).  If you switch to Phone by Google, you would make it your default dialer app and just remove the Samsung dialer icon from your favorites and replace it with the Google phone icon.  It should be seamless, except for going through the settings and turning on/off the features you want.

You can use Googleโ€™s Phone app on the S25 Ultra, but Samsung doesnโ€™t allow call logs to be transferred or synced between dialer apps.
Call history stays inside the Samsung Phone app because of One UIโ€™s security and system restrictions.

However, you can still use Google Phone as your default dialer:

1. Install Google Phone app from Play Store

2. Go to Settings โ†’ Apps โ†’ Choose default apps โ†’ Phone app

3. Select Google Phone

Your old call logs wonโ€™t move, but all new calls you make/receive will start showing inside Google Phone.
