Disable Emergency Call in Kids mode

I want to remove direct access to the Emergency Phone in Kids mode. Anything I find regarding this just says to turn it off but that's no longer possible on newer phones. Anyone have a solution?

Edit: Note that this is to prevent young kids from making calls for fun to random people or emergency services while kids mode is active. I would prefer this locked behind a pin or password.

All phones are required by law to be able to make emergency calls, regardless of whether there is a SIM or phone plan or other restrictions. It cannot be disabled. Why would you not want your child to be able to reach someone in an emergency?

The child in question would be using my phone while I am nearby and does not need to be calling anyone. They think it's fun to call people say hello laugh then hang up over and over again, and I doubt anyone picking up for an emergency call needs that

That child, then, is not mature enough to have a phone of any kind. I think even Firefly type phones have this requirement. If your child needs something for internet access or entertainment, that's what tablets are for.

As stated the child won't have their own phone, I am just looking to see if a solution exists to better hide the Emergency Call more than 2 clicks away so when I occasionally give them my phone they only have access to things specifically for children and I don't have to worry about them making call to other people if I look away for 2 seconds. If you don't have a solution or are not simply confirming whether it is at all possible then you can keep your comments to yourself

The solution would be to carry a tablet and hand that to them instead of your phone.

@MKib As @realaud mentioned, this access is required by federal law. This has been in place for quite a few years.

I understand that,I just want it locked behind a pin or password so a child can't make calls to 911 for no reason over and over let alone call anybody else.

@MKib Locking the feature behind a PIN or password would defeat the purpose. The thought is that someone who is half conscious can easily call for help by quickly dialing 911. People forget their PIN or password when they are just sitting on the couch. A lot of people would have difficulty in high stress emergency situations.

I just wanted to know if it's possible to prevent a young child who is occasionally using my phone in the Kids mode to have to do something more difficult than two clicks to access the ability to make calls. I know why it exists, but in this scenario I am just looking to give them access to fun apps without the need to stand over their should to see if they are calling 911 every second. I do not need to be informed about the use case for this feature.
