Sorry but no the finger print reader can't be used when you restart your phone you always have to the enter your pen or password upon any restarts

As Garyb82 mentioned, the passcode/PIN/pattern has to be used each time the phone is restarted and if the device has not been used in more than 24 hours. It's usually required after 72 hours of using the fingerprints too.
