S24 Ultra is still stuck in OneUI 6.1

My phone is Unlocked and I've tried all options to get it updated to OneUI 7 to no avail. 

What could be the problem?

Hard reset to factory default. Then reset carrier settings. Reboot. Reboot. Then check for updates. Try various networks. Hotspot, wofie and cellular.

Where did you purchase your phone?

Have you switched carriers?

I purchased it from Amazon last month

Did you buy it new or refurbished

That could be the problem its possible the phone is locked or not paid off
