Can't seem to capture blue light

Each of these is from 2 very different devices, with different camera hardware. In essence, there is no right or wrong in any with those two cameras. With that being said, you can tweek the camera settings on the s24 to get it as close to the iPhone 11 camera as possible.

This... this isn't a great test. First, you're taking a photo that would be hard for any camera. It's taken off a display with ambient light, who knows what the calibration is and color depth of the display is, second that's not the distance or ambient light appropriate for running image quality for a display. Then what settings are you using on your phone? Just auto? Try taking a couple of cards of photography paper using white red blue and green under 6500k light. Use manual settings and compare them to your eyes (an old school way of testing cameras for accuracy) or just don't worry about it unless you're a professional photographer.

It's probably because the phone has a setting for shooting in low light conditions and it probably does not realize you want to capture that particular effect. You can go to the camera settings and turn off scene optimizer or you can shoot those instances in pro mode and make the appropriate adjustments.
