Bouncy screen issues

Is anyone having issues with the screen, like when you trying to scroll up, but the screen will slightly jump back down?

Yes, mine will kind of bounces some when I'm trying to scroll. I haven't noticed if there is certain times it does it. I know it's happened on a browser and I believe the main news feed also
