Not sure if you mean your device is WiFi only, or if you mean you are on an eSim.  I am using an eSim and got into the beta, so they may be testing cellular functions at this time, so do not want to allow users in that cannot use a cellular network.  Try back again after a few days, or even a week.

Yes.  It is because the maximum number of participants has been reached, just like it says.  You can try again later as positions do open from time to time as people leave the beta, and Samsung will also likely "widen the net" and increase the number of participants that are allowed in, after some time.

Not sure why you needed to post the same post multiple times, you can edit your post.
