Your device has to be factory unlocked, or T-Mobile locked.  You can get this on AT&T if your device is Factory unlocked (not Carrier Unlocked)

There are announcements on the top right of the Samsung Member app. You should join the beta program there and then the update will come if your phone is suitable for it.
