Pop-ups are usually due to third-party apps. Download Good Lock from the Galaxy Store and install the Nice Catch module. Toggle "toast history" and "detect commercials" to find out which app is the culprit.

@Larryb1951 Wipe all browser cache and cookies. If that doesn't fix it, remove 3rd party apps until it stops.

Back up your data to a computer or external drive with Smart Switch.

The malware is either from an app that you installed (which won't be backed up with your data) or something you picked up on a website. Install an anti-malware app after the factory reset (Malwarebytes is a good, free option) and be careful when reinstalling third-party apps. You don't want to duplicate what is causing your current problems. Stick to reputable apps and don't bother with "free" games.

In addition to what's been suggested all good ones the pop uos you are seeing could be a hijacker ad i.e found a virus and use this program to clean it for example which of course is nalware most likely if you do you should check your browser settings for blocking ads etc
