Locked out of phone app, I think someone is changing my phone settings

I think someone is changing my phone settings. All of a sudden when I open my phone app I can't touch anything except for the settings button . I've tried many times and everything is locked out of something . Bc nothing happens when I try to look at my call log or contacts or even the keypad., nothing happens.
