I just got a new Samsung S23 Ultra phone refurbished from Amazon and got all my data transferred but I can't register any fingerprints. There are none registered already as it is a new phone, and every time I open the settings to try and register mine it just says "finger scanner not responding". I have restarted my phone. I do have a screen protector on, but it's a thin plastic one that says it it suppose to be compatible with this phone and the finger scanning feature. I am unable to run the scanner diagnostic with this app as I need to have a print already registered 🤦🏽‍:female_sign:

I also have an issue where my new phone and old phone think they need a new update but even though I download it and it successfully goes through the process, it still says it needs to update.

If you bought a refurbished phone, it's new to you, not a new phone.  You can run a diagnostic on the phone and see if the fingerprint scanner is working properly.  Go to device care and click on diagnostics.  If anything comes up a not working properly, factory reset the phone and return it as defective.  If you return it, make sure you deregister it from your Google and Samsung accounts.

Take the screen protector off, then try the fingerprint scanner. Then and only then will you know whether it is defective or not.

Screen protector are cheap enough!

I took it off and it still is not responding. Even with the screen protector it should have turned on at least

Return it! It's defective.
