How do I talk to a live person from Microsoft

My email is full and I can't figure out how to erase old email cause I'm getting loaded with spam mail and now I can't receive any email.

My best idea is to probably make a Microsoft account. Then report the problem and they should hopefully deal with the problem.

I have a Microsoft account but it is just advice on what to do without an actual person which is confusing for someone not very computer-savvy

It's hard to do unless you have a Microsoft 366 subscription without it you're most likely stuck with chat support
