Verizon Failed January Update

Trying to update my S23 Ultra with the most recent update but it keeps failing. I have a locked Verizon phone. Everytime I try to update, it's super slow and eventually fails giving my "Error Code: 407". I tried clearing cache, clearing data, restarting my phone, using Smart Switch, switching between wifi and data, switching between different wifi networks. I have enough space on my phone (300gb free). If I knew what the error code meant, I could diagnose further. Google hasn't been helpful. Samsung support hasn't been helpful. They are telling me to manually flash my device but I wanna leave that as a last resort. Any suggestions?

So I have a newer HP laptop. I have scoured the web looking for Smart Switch app to download to laptop. Just can't seem to find it. Any help?

The app is available for download through Samsung's website, Google Play, Microsoft store, Galaxy store and more

And they all ask which device to download it too. Only one listed is my S24+

There it says the device listed already has Smart Switch installed

I got to 63% yesterday. Then "Failed" came up!

You need to install manually with smart switch on computer

I only got a security update im assuming the update will show up in settings
