Have you tried clearing the Health app's cache and data yet? You can also clear your device's cache partition to help smooth out device behavior:
- Turn off phone
- Once off, hold down volume up and power buttons simultaneously
- When Samsung logo appears, release power button while still holding volume up un-til the recovery menu appears
- Use volume buttons to navigate down to clear cache
- Use power button to select.
If the app and device cache clears do not resolve the behavior, try and see if a third-party application is responsible with Safe Mode: https://www.samsung.com/us/support/answer/ANS00062983/
If the features are still missing after the above troubleshooting, the last step you can try is a factory reset of the device. Back up everything you wish not to lose beforehand and follow the guide carefully: https://www.samsung.com/us/support/answer/ANS00062029/
