How to make alarms play over any apps

Does anyone know how I can get my alarms to play over any calls on any apps such as Google meet and snapchat?

Go to click, click on the 3 dots, setting, and toggle on the silence alarms when system sound is off

The user does not want to silence the alarms, they want to hear the alarm when they are on calls.
