There is an ambient light sensor at the base of your TV which will cause Art mode to be bright if there is light shining into that. Even if not directly, light can bounce off shiny surfaces into that sensor. Maybe try covering it to see if the TV dims. If not, start by looking at Settings>General>Eco>Ambient Light.
