LED and OLED TVsI discovered that you just need to disconnect the TV from the internet and then do a factory reset using the technician reboot sequence.
What appears to be happening is if the TV is connected to the internet, then it will hang at step 3 waiting for a response that doesn't happen. If the TV in not connected to the internet then it will immediately proceed to step 4.
Better error handling in the reset process would solve this issue.
