The picture is normal for around a minute or so after turning the tv on and even goes back to normal once every 45 minutes or so for half a minute and goes back to the problematic state.
the left side of the tv is heavily desaturated with the greens overpowering every other colour, forcing reds to look green. And the colours have dulled down significantly.
