I have a 2013 smart tv with no app for streaming UtubeTV. I have internet connectivity. I cannot figure out how to download the app for this service. The tv doesn’t seem to provide for this

Plug a firestick or Roku or Google TV into an HDMI port and off you go. Do NOT BUY A SAMSUNG DONGLE, they suck. Amazing how long Samsung tvs last isn't it. Oh yeah, you need internet in your home to set up your streaming device. Ride it until it dies and know the next tv you buy will be 4k with everything preloaded so you just register with Samsung and off you go. Best of luck.

Hello! Thank you for reaching out! As TV's get more advanced over the years the spec requirements for every app will change. As your TV is from 2013 this means unless the app was available for TVs at that time, and you had it downloaded you would be unable to download the newest version today.

You can use the following link to see the TVs that are supported. You will need a Samsung TV made in 2017 or newer to use the app: https://tv.youtube.com/learn/devices/

As other users suggested you can use a third-party device such as a Firestick or Roku to plug into the TV to get the newest apps.
