gas range Model NX58560 taking 22 minutes to reach 400 degrees.

i have a Samsung free-standing gas range Model NX58560, the oven sounds as though the burners are turning on and off, taking 22 minutes to reach 400 degrees. Why?

FYI: Replaced the igniter, all working now.  Preheats in 10 minutes to 350

NX58F5500SS/AA When I preheat my oven, i can smell a strong odor of gas, and it takes a very long time to heat up to any temperature.
