Yes it to my understanding from what I'm reading goes by just how many widgets you have total it doesn't matter if they're stacked or not the total amount that you can have across the board is 15 so if one of your vertical Stacks has five that means you can only have five more horizontal etc etc however it's set up just as an example
I had to carefully count every tile and widget i had set up and i discovered widget under the same section(maybe health, nutrition, mindfullness) all count as one tile,
Which was actually the understanding i was missing.
But from yr explanation and after carefully counting it all, It became clearer.
