Phone notifications not muted while wearing Galaxy Watch

I have two Galaxy Watch4 and one Galaxy Watch6. 

The mute phone selection does not prevent the phone from making noise. 

An I missing something or is this feature broken?

@pabloman Are the notifications making noise on your phone enabled on the watch? 

Go into the Wearable app -> Watch settings -> Notifications -> App notifications to check.

Oh! IDK. That may be it.
In the past, once that selection was on no apps could make the phone sound off.
This would be quite cumbersome to control.

Ever since the last watch 4 update it's like all the notification settings were completely reset and it's taken me a month to get rid of all the annoying watch notifications
