You need to know if the watch battery is charged or is low? The notification of fully charged appears on you phone if the watch is connected - no mode or routine necessary. If the watch is off ir disconnected you will not receive a notification. There is no automatic notificaton of low watch battery, but you can select a watch face where you can add the battery level complication, so you can check at a glance.

I'm trying to get a notification on my phone when my watch is charged (maybe at 90%). Various parts in forums (not just here) suggest that there used to be a setting in the phone Wearable app. But I can't find it now. And I see suggestions to use a routine. But the list of routines synced to my watch don't include any custom routines. So that doesn't seem possible. 

I really don't want to install another app just for this. But is that the only option?

@kerbylane I get a notification in the notification panel when my watch reaches 100% charged. Are you not seeing that? Do you have Wifi enabled on the watch and it connected to the same Wifi as your phone?

Last year I submitted a request to provide a paired watch's battery level as an IF condition in a Samsung phone's Routines. The phone knows the watch's battery level, why it still isn't available as an option in Routines is a mystery to me!

Yes, but it should also be available as a user selectable IF condition in Modes and Routines where a user can set what watch battery level they would like to receive an alarm.
