If you buy the Samsung LTE watch do you have to get phone service right away?

If your talking about the LTE model, I don't think you need am actual phone plan/line for it to work. Although that would be somewhat of a waste amd more expensive, unless your adding a plan on to it later.
Had an S3 frontier that was given to us that turned out to be an LTE model, it still functioned like a normal Bluetooth watch without the data plan for it

Yep @DarkPhox is correct. I've had my LTE galaxy 4 watch for about 6 months and I JUST connected it to my phone plan. It just works as a Bluetooth device no issues
