Galaxy WatchSamsung decided to remove the ability to make calls from the watch when connected to your phones bluetooth.
This is to force you to buy a monthly LTE mobile plan for the watch
Little secret, if you can answer calls on bluetooth (you can), then making calls is possible as well.
Samsung deliberately removed this ability to make calls to make it more inconvenient for users
You will get the error "emergency calls only" if you attempt to make a call

Galaxy WatchSamsung has no interest in whether you pay for an add-on plan for your watch with a mobile carrier. They have no reason to remove the call capability between a BT connection. More likely something has gone a bit haywire. Which watch do you have and when did this start happening? How long has it been since you rebooted the watch? You can try clearing the watch's cache partition. Whatever is going on with your watch, I can assure you it is not a deliberate act on the part of Samsung to get you to purchase an LTE version and pay for a phone plan for it.
