I restored from an older Samsung cloud backup made on the same device. When backup was restored, I checked the wireless emergency alert history and its been erased. Is it not included in a backup?

No just a weather alert that said hail my car was damaged for insurance purposes. The only reason I care about it.

Your insurance company keeps a weather calendar for just that reason. The adjusters also have the ability to get past weather reports for when weather damage is claimed.
