I  restored from a backup thinking that the backup included emergency alert history. But I looked and my past history is gone says no previous alerts.

Emergency alerts are system-level notifications: They are handled by a specific system on your device, not typically stored as individual messages or app data that gets backed up like your texts, photos, or contacts.

Yes, they are gone. They don't get saved on backup.

If you restored a cloud backup after a factory reset, your Wireless Emergency Alert (WEA) history and settings were likely re-downloaded to your phone. A factory reset clears the device's local memory, but it does not erase data stored in your Google Account or other cloud services.
