I was forced to get a new phone, and I selected the Samsung Galaxy S25 Ultra. (I loved my Galaxy Note S20, but the screen cracked.) I need a solution to stop the system from sharing my corporate contacts from MS Outlook. I only have one instance of Outlook, and it is for my work.

I have clearly disabled syncing contacts, but it is syncing with the Share Suggestions. I do not want to install a third-party app that could expose me to security risks, especially since I have selected the disable syncing contacts option.  I have attempted to flip every switch to stop this from happening. Why is the system bypassing that setting and exposing my contacts to other products? How can this be fixed?

If Good Lock is not installed on the device I would highly suggest installing it. Go to the Galaxy Store, search for Good Lock, download and install that. Open Good Lock and there will be an array of plugins that can be used for various functions and customizations for the device. Scroll through the list to Home Up and install that plugin. Open that, then scroll the bottom right tile "Share Manager" and open that, then look at the setting.  Note the Good Lock app is Samsung owned under the Good Lock Labs name used for Samsung products.

Here is a short video of a basic funciton of it.

I should not have to install a separate third party application that could potentially compromise the security of my phone for this to work correctly.

It's actually a Samsung app even though it has its own namesake. In the end, it's up to whether or not it is used because of its origins.
