Phone thinks it's charging but it's not, so battery sub menu is inaccessible

No idea when this happened but I can't access the sub menu any more. 

The quick settings icon to enable battery saver also doesn't work.

The battery icon knows my phone isn't charging and when I go to "About Phone" > "[Battery Information](https://i.imgur.com/Ts1M5RO.jpeg)" it knows that my phone isn't charging. 

I've tried the following:

* Restart phone

* Turn off phone

* Disable developer settings

Any ideas on how to fix this?
