Now bar on lock screen

When go to the now bar section in setting and go to " content to include" and toggle on the other apps the now bar displays from the lock screen disappears. I had to factory reset my phone to get the bar back to the lock screen.

The now bar will only show when an activity is running!

Here's my screen shot. It shows now brief . Once I got into the settings it disappears and never comes back
