To send RCS messages, the receiving party will also have to have an RCS capable messaging app and have RCS turned on. If you go to the RCS settings in Google Messages, you can turn on "automatically resend as text" and those recipients who do not have RCS or have RCS turned on, or if for any reason the encrypted message could not go through, will receive the message as plain text, not RCS.
