Its Best to Read First "the Lower-temperature" on the Left & Then "the Higher-temperature on the Right side of it. For a Better, Daily read perspective of Analyzing the Weather Forecast as 'Low's to High's'.

I believe it’s that way because everyone says high/low.  I’ve never heard anyone say low/high when referring to the weather.

plus the weather app is controlled by the weather channel

Your assumption of Everyone; is most likely the people you associate with.......But, When Quickly Analyzing, For an instant Briefing, Professional people observe 'the Uncomfortable' Low-temps first, To know What to prepare for that would possibly require more attention; Clothing, Rain gear, etc.
Then 'the Comfortable' Higher-temps is the expected temperature boundary; As a person Overviews their Temperature ranges for the day.
Before there is Warmth, First there's The Dark, Cold 🥶 !

When I say everyone I’m referring to the news, weather channels and all weather apps that I know of say high/low
