If you need to reset your device password because you forgot it, you will need to reset your phone and then restore your backup and then you can create a new password. If you know your password and just want to change it, sansung sends the code to the phone number, do unless you changed your number, you should receive it. Are you trying to reset your phone password, or your Samsung password.

My A0s stopped working completely. The Sim won't even work on another phone because it's locked 4 the next 2 weeks. I'm pretty sure I hv the right password but because of the security settings and 2 step verification process, there's no way 2 reset password.

You will have to factory reset your phone. The password is not saved in any backup, so if you restore a backup you will still be able to set a new password, either before or after the restore. If you don't restore a backup, you will still be sble to set a new password. You could also get a new SIM from your carrier with the same number. The SIM is locked, not the number

I'm using my new phone and when I try to reset my password from the non working old phone it doesn't work of course because the phone won't even turn on. Also the two step verification is stopping Me because it has to be the phone that doesn't work

Again, which password are you trying to reset? The phone or your Samsung account? If it's the phone, the new phone would not have a password unless you set one up. Even if you restored a backup of your old phone to your new phone, passwords are not stored with the backup and you would have to create a password. You have to have a password to change a password. If you cannot get into the phone to set the password, then you must factory reset it. To set the password, go to lock screen and AOD, choose screen lock type and then set your pin, password and/or biometrics. To my knowledge, you do not need two step verification to reset your phone password, only your account password. To reset your password if there already is one on the phone, you will need to provide your current password. If there is no password, you will just be presented with the options for security.
Even if you were resetting your Samsung account password, they would send it to your phone number - if your old SIM is locked, you need to get a new SIM with the same number from your carrier. Any new SIM would not be locked.
Let me be clear here:
1) IT DOES NOT MATTER WHAT YOUR PASSWORD WAS ON YOUR OLD PHONE, WHEN YOU GET A NEW PHONE, YOUR PASSWORD DOES NOT EXIST, YOU MUST CREATE IT.
2) AGAIN, PASSWORDS ARE NOT STORED WITH BACKUPS, SO ANY RESTORATON WILL NOT RESULT IN THE PHONE BEING PASSWORDED.
3) IF YOU ARE TRYING TO REMOTE RESET THE PASSWORD ON THE OLD PHONE, AND THE OLD PHONE DOES NOT WORK, THEN THERE IS NO NEED TO DO THAT--THE PHONE IS DEAD AND UNUSABLE. JUST DESTROY/RECYCLE IT.
