Hey so I don't know how anyone is doing this but someone is completely controlling my phone with either parental control or accessibility and I have been getting new phones and everything and it's insane I need help no one can help me please please help me

You are getting new phones, but are you still using the same Google and Samsung accounts?  One or both of your accounts may be compromised (a vengeful ex?) and you should either change the password on both (from another device), or next time you get new phone, set up new Samsung and Google accounts and do not transfer anything from the old phone or restore a backup. As a matter of fact change the passwords to your email accounts and banking accounts as well.  If someone has control of your phone, they likely have these passwords as well.  Also, ask your carrier for a new SIM card - it may be wise to change your number, as well, but try a new SIM first.

 

Why do you feel someone is controlling your phone?  Are you being denied access to use certain apps? Not being allowed to download new apps?  Can you explain what is happening?

Omg this is happening on my phone too and everyone is thinking I'm crazy but I know my Galaxys having all from the 1st to the now 24+ and this is not normal! I do have a vengful ex but how do they get in in the 1st place

They get in because at one point you shared your account passwords with them and/or used one that they can easily guess.  Change your passwords to all your accounts on an uncompromised device.
