That one tab with the homepage is built-in behavior, not a glitch. Even if you close everything, it’ll reopen a single tab with your homepage so you’re never left staring at a blank screen.
But if you'd rather not see any tab reopen, here are a couple of workarounds that actually work.
Set Homepage to a Blank Page
This makes the reopened tab feel like nothing’s there.
Steps:
Open Samsung Internet
Tap ≡ Menu > Settings
Tap Homepage
Choose “None” or enter about:blank as a custom homepage
Now when you close all tabs, it’ll reopen to a blank tab—no content, no distractions.

You're absolutely right to notice the change, it is relatively new behavior in Samsung Internet. In earlier versions, when you tapped “Close All Tabs, it would shut everything down and leave you with a clean slate. But in more recent updates, Samsung tweaked the experience to always reopen one tab with the homepage after closing all others.
