Fully unlocked as in factory unlocked or network unlocked? If the phone and SIM (physical SIM) are from AT&T, you should get the update OTA.

AT&T and Verizon usually don't update phones that were not bought and are still active on their network.

Yes. You should be able to flash an AT&T phone (if you know how to) but it's difficult to flash a Verizon phone unless fully unlocked by Verizon.

Factory unlocked or fully network unlocked? For current Android, carrier update is based on physical SIM IMEI number, not eSIM IMEI. You need an active AT&T physical SIM on the phone to get updates from AT&T if the phone was originally sold by AT&T (same for Verizon).

okay the phone was not sold by AT&T and I have an eSim. Is this only for the US or if I get another physical sim card with another carrier will the update come in.

Based on the model number you provided, it is a US device. Look at the service provider software information for the carrier. TMB is T-Mobile, and I believe AT&T and Verizon are ATT and VZN respectively. Xfinity, Spectrum, etc may have a different code but they are MVNOs using the major networks.1751491758255.jpg
