Is fast charging enabled while phone is off?

Hi guys was wondering if someone could tell me if for some reason fast charging is enabled while phone is off all the time ? Seems like mine is not enabled but continues to fast charge while phone is off charging ? Is this a new feature of some sort .

With fast charging not enabled it should charge normally phone on or off. When did this happen?

Thats what i thought as well . The phone is pretty new. Also could it be the cord im usuing or the adapter thats making it fast charge ?

Cord is normal samsung that came with phone as for the adapter its a belkin adapter

If the charger is stuck on fast charge then yes. Try another charger.
