To turn off Bixby on a Samsung phone, you can: 

Open SettingsTap Advanced featuresTap BixbySwipe to and tap Leave BixbyTap Leave Bixby again

Review the information and tap OK

Sign in with your Samsung account credentials

Tap OK on the Delete requested pop-up
